You will serve as a Human Resources Specialist in the STAFFING AND CLASSIFICATION (Code 1013) of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
Duties
You will utilize your knowledge of Human Capital laws, Demonstration Project and General Schedule regulations, DOD/DON regulations, personnel concepts and principles to perform a variety of HR tasks.
You will provide expert advice and counsel to all levels of management with regard to law, rules and regulations pertaining to Title 5, Office of Personnel Management (OPM), Department of Defense (DoD), and Navy Regulations.
You will provide advisory services regarding staffing, recruitment, and placement actions to serviced Codes which will require the incumbent to interacts with senior management officials and selecting officials.
You will provide direction to selecting officials with regard to Prohibited Personnel Practices and Merit Systems Principles, to ensure the integrity of the hiring and merit promotion selection processes.
You will utilize DEMO pay setting regulations to provide guidance and advice on pay issues for new hires, as well as promotion pay setting for active employees.
You will be required to utilize the Defense Civilian Personnel Data System (DCPDS), and other electronic systems to process Human Resource related actions.
You will provide position classification advisory services to managers and supervisors.
You will analyze and classify individual positions descriptions in the form of Level Descriptor Addendums and determine the correct classification by comparison to existing standards related to the work.
You will explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors and managers.
You will make determinations with regard to Fair Labor Standards Act (FLSA) status and Bargaining Unit Status (BUS) Code assignments.
You will provide preliminary advice/guidance to management officials on general Employee Relations issues.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-9/10) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying methods, principles, and practices of the human resources functional areas of recruitment, position classification, or employee relations to interpret regulations or assist management in making decisions for workforce.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
