You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST for the Recruitment and Student Outreach Branch in the HUMAN RESOURCES DIVISION of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will collaborate with selecting officials through all stages of the recruitment process, to include developing annual recruitment plans, drafting vacancies, evaluating applicants, offers of employment, and supporting the onboarding process.
You will direct, lead and implement student programs and outreach strategies.
You will identify, plan, initiate, and execute recruiting sources to ensure a sufficient supply of diverse and qualified candidates.
You will design, plan, coordinate and participate in recruitment fairs and job seminars to establish contacts, recruit, hire and attract qualified applicants.
You will process personnel actions, placements, qualification determinations, pay administration, classification, and coordinate the onboarding of new employees and the incentives program (recruitment, retention and relocation).
You will use a variety of local, Navy and Department of Defense software programs and systems to run reports, effect personnel actions, track, manage and report data.
You will apply knowledge of the Demonstration Project pay setting policies and procedures to advise management on pay setting and salaries for various series.
You will provide guidance to staff and supervisors on hiring and the merit system principles, prohibited personnel practices and use of valid selection criteria.
You will support the command interview process and panel requirements, coordinating and conducting interview panels as required.
You will perform mentoring, training and coaching of assigned staff members.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing: 1) Interpretation and instructions on staffing and employment laws, regulations, policies and procedures, presenting information clearly to broad audiences; 2) Program oversight for special programs (such as special hiring authorities, veteran hiring, student and recent graduate programs, and workforce shaping); and 3) Advice to management officials on human resources staffing and placement methods or processes.
