You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Corporate Operations Department, Human Resources Division, Labor and Employee Relations Branch (Code 1014) of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
Duties
You will serve as technical expert for Labor and Employee Relations and provides advice and guidance to managers.
You will serve as the authority for local interpretation of related law, regulations, Executive orders, and decisions regarding labor and employee relations matters.
You will serve as the principal point of contact on all labor-management matters for the tenant commands.
You will provide grievance administration, resolution of unfair labor practice charges, prepare responses to statutory information requests, perform contract
interpretation, and leads labor and employee relations training.
You will act as the agency technical representation in third party proceedings, provide cooperative labor-management processes, draft discipline and adverse actions and will serve as chief negotiator for all negotiations as needed.
You will advise employees of their performance expectations, keeping them informed of their progress and evaluates employee performance
You will assist supervisors in resolving leave, discipline and other issues.
You will work with unions and management to resolve labor matters and disputes.
You will plan and schedule work, set work priorities, assesses overall effectiveness, efficiency, employee performance and productivity of the Labor and Employee Relations team.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying labor and employee relations theories, principles, methods, and techniques to advise management on the appropriate labor management actions.
