Duties
This position is a mission critical occupation and is responsible forensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Supervisory Administrative Officer, you will have oversight of several administrative functions.
Your major duties and responsibilities include:
Serving as an advisor on all administrative matters to the Executive Officer and the bureau leadership.
Supervising staff members and supervising administrative staff establishing employee performance plans, anticipating and meeting training needs, hearing and resolving grievances and complaints and acknowledging employee performance.
Providing lead oversight for the timekeeping system and oversees other timekeepers in proper use of the program, e.g., input of employee information. Responsible for verifying transmission of all time/payroll data.
Approving or disapproving travel within the scope of his/her authority based on availability of funds, the organization's travel plan, or policies of the organization.
Advising Executive Officer on space allocations and property.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
1. Serving as a subject matter expert to collaborators on a full range of federal administrative management activities (e.g., personnel administration, travel, time and attendance, employee engagement, records managements, etc.).
AND
2. Leading a staff, multiple projects, or workgroups on a full range of federal administrative management activities (i.e., budget, and financial management, human resource management, travel management, employee performance management, time and attendance, property, or facilities management, etc.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
FEDERAL TRAVEL MANAGEMENT - Assists travelers and travel planners in interpreting and applying federal travel regulations, policies and procedures.
FEDERAL TIME AND ATTENDANCE MANAGEMENT- Assists managers and employees in researching, interpreting and applying federal laws and regulations applicable to time and attendance such as hours of duty, absences, overtime, and leave, etc. to ensure accuracy and compliance.
LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors
