The Office of the Chief Financial Officer, Financial Operations Division, seeks a supervisor for the Travel Support and Payments Management Branch overseeing a staff of administrative and technical employees who provide a wide range of administrative and financial support services to the operations of the DCSA mission.
Duties
As a Supervisory Financial Management Analyst you will be responsible for the following duties:
- Oversees the invoicing process for the DCSA General Fund and Working Capital Fund for payment; performs process reviews with a valid line of accounting, totals that match supporting documentation and the correct approving official signature
- Manages and administers accounts payable programs for DCSA adhering to DOD policies and procedures.
- Manages and administers the transaction oversight, transaction entry and the approval of the Government travel card (GTC) program at DCSA. Provides oversight to the travel card program establishing processes for obtaining GTC compliance with DoD Policies
- Serves as liaison for the DCSA CFO for DCSA travel card holders throughout DCSA. Also serves as the liaison with the Defense Travel Management Office for customer concerns, policy questions, and other travel related matters.
- Leads a branch to create travel forms and presentations to assist other DCSA groups gain travel policy and procedural knowledge of general DCSA travel processes and procedures and travel publications.
- Maintains the Defense Travel System (DTS) profiles and infrastructure to support the DCSA travel mission, changes in personnel, changes in IT structures and the creation of lines of accountings/organizations.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Expert experience with Federal Government travel policies, regulations, and processes, and federal and DoD payment methods and procedures to include interagency agreements, contracts, and employee reimbursements; advanced experience with Excel and spreadsheet development; advanced experience giving convincing, articulate high-quality oral presentations to senior officials; expert experience leading a team in the development of travel and government payment processes and recommended improvements, then the coordination, and implementation of the decisions from those recommendations; knowledge and experience with the personnel security and background investigation program.
Specifically you will be evaluated on the following competencies:
1. Financial Management Systems- Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
2. Lead or Supervise a team- Directly leads a moderate sized staff of Human Resources Specialist and Human Resources Assistants engaged in a wide variety of employee and labor relations at the operational level.
3. Problem Solving- Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.
4. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
5. Concepts, Policies, and Principles of Finance- Apply fiscal law, policies, regulations, principles, standards and procedures to financial management activities.

Substitution of education may not be used in lieu of specialized experience for this grade level.
