The primary purpose of this position is to serve as a management support specialist, providing facility and emergency management, security, safety, and training support to the Contracting Directorate and serviced Contracting organizations
Duties
Serves as Emergency and Facility Management representative
Manages the security function for AFSC/PK, Robins Operating Location, in support of the AFSC/PK Security Manager
Serves as the Safety Representative for AFSC/PK, managing the Safety program
Serves as Training Monitor for Ancillary Training for AFSC/PK and ALCMC/PK workforce

Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Specialized experience must include knowledge of a wide range of emergency management and response principles, practices, guidelines, procedures and regulations applicable to a military installation and the relationship of these responsibilities to local civil emergency management programs. Knowledge of the Air Force Emergency Management (AFEM) Program. Knowledge of a wide variety of information, personnel, operations, and industrial security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of required security training concepts, programs, procedures, and practices and techniques of training instruction. Knowledge of safety, security, and health principles, practices, and procedures sufficient to review and evaluate the organization safety program, evaluate compliance with directives, and prepare reports of findings. Knowledge of applicable training administration policies, procedures and principles. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of emergency management and response principles, practices, guidelines, procedures and regulations applicable to a military installation and the relationship of these responsibilities to local civil emergency management programs.
2. Knowledge of a wide variety of information, personnel, operations, and industrial security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
3. Knowledge of required security training concepts, programs, procedures, and practices and techniques of training instruction.
4. Knowledge of safety, security, and health principles, practices, and procedures sufficient to review and evaluate the organization safety program, evaluate compliance with directives, and prepare reports of findings.
5. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
