This position is located in the Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy, Logistics Professional Development Division (A/LM/PMP/LPD). The incumbent serves as Division Director of the Logistics Professional Development Division, providing management, supervision and guidance to staff working on developing, implementing, studying and evaluating programs, and training, recruitment and hiring of highly qualified employees.
Duties
Oversees the development and implementation of training for General Services Officers, Locally Employed Staff and domestic logistics professionals.
Directs efforts to develop and implement key business skills for Bureau of Administration, Office of Logistics Management (A/LM) operational units and uses functional knowledge to verify skills identified as key business skills.
Facilitates training and transition of employees from functional to cross-functional knowledge and directs the design of cross-functional development programs with a focus on cross-functional learning opportunities.
Directs studies and evaluation of program operations to ensure that professional development activities support competency development and links to organizational business process improvement initiates.
Sets priorities for subordinates and tailors assignments based on the nature and complexity of work, working conditions and employee training needs.
Manages the Divisions role as a central clearinghouse for managers and staff that provides both expertise and administrative support in recruiting, Human Resources issues.

Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and evaluating training programs.
Experience providing administrative support in recruiting, position description management and Human Resource
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
