Duties
Analyzes operating procedures to identify areas of potential non-compliance; explains discrepancies; and provides authoritative policy interpretation to ensure modification of existing operations to comply with regulations.
Reviews/analyzes new legislation and proposed policy changes to determine impact (s) on current operations.
Interprets financial and manpower data to identify trends, real or potential financial problems, or to forecast funding shortfalls.
Ensures erroneous or unclear data, reports, or documentation are detected and corrected prior to release of final financial reports.
Identifies problem areas and determines actions required to improve operating program effectiveness and/or maintain the integrity of financial information.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for this position is defined as: applying financial management policies, laws and regulations to advise on financial issues, programs, and systems; recommending solutions to technical and policy problems; and assisting in the management of organizational wide financial management programs, missions or functions to improve the effectiveness, efficiency and service provided to customers.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
