You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCE MANAGEMENT/FIAR OFFICE of NAVAL INFORMATION FORCES.
Duties
You will monitor the overall execution of the Command's annual funding authority.
You will manage, execute, monitor and track financial transactions and funding requests for CNIF accounts in accordance with established guidelines and standards.
You will monitor the execution of lower echelon activities budget operating plans by evaluating accounting and resource management system reports while preparing funds execution reports with statistical summaries.
You will provide timely guidance and assistance to CNIF domain personnel relating to CFMS and STARS-FL and the proper execution of their annual operating budget.
You will collect data and provide input in appropriate report format for various data calls to include but not limited to Obligation Phasing Plans, Monthly Execution Reports and Briefs.
You will independently review and analyze CFMS and STARS-FL reports as appropriate, identify trends, weaknesses and discrepancies and. provide recommendations to management.
You will perform end of fiscal year execution close-out in accordance with guidelines established by higher authority.
You will keep CNIF Budget Execution Officer, Deputy Comptroller and Comptroller advised on the status of all funds execution and emergent issues.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in researching and applying fiscal policies, precedents, procedures, and regulations to identify, analyze, and resolve a range of budgetary issues within the command.
Experience in extracting and utilizing data from administrative and financial management systems such as Command Financial Management System (CFMS) with working knowledge of Standard Accounting, Budgeting, and Reporting System (SABRS), and other like systems to support command functions.
Experience analyzing transactional data for identifying trends and developing recommendations for improved financial controls or budgetary practices.
Experience in researching and correcting accounting abnormalities to ensure funds are provided to the appropriate accounts and fund holders.
Experience developing and using spreadsheets, pivot tables, data analytic skills to write concise, detailed reports using Microsoft applications such as Outlook, Excel, Word, and PowerPoint.
