Duties
You will as a Supervisory Financial Management Analyst in the Naval Information Forces Command, Office of the Commander.
You will be the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will provide interpretive and analytical advice on financial transactions and program execution and develop format and content to provide managers with various listing, reports, and data.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a Government issued passport.
- Shift work, irregular tours of duty, occasional evening/weekend work, and/or extended duty may be required
- This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience applying concepts, principles, practices, laws, and regulations of budgeting and/or financing and utilizing systems such as Financial Management System (FMS), the Defense Travel System, and Total Workforce Management System to extract data to conduct financial analyses.
*Experience analyzing national level programs and developing, recommending, and implementing budgetary/financial policies and rendering authoritative interpretations of executive order, and OMB guidance within and across agency lines and departmental guidance.
*Experience utilizing databases and financial spreadsheets for metrics tracking, trend analysis, identifying shortfalls, and discrepancies.
*Experience leading, supervising, motivating, and counseling employees.
