You will serve as a Financial Management Analyst performing work that involves budget administration, accounting, related financial management and fiscal/budget support of NAVAL INFORMATION FORCES.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will approve prepared funding actions based on regulatory, procedural and policy requirements. Accepts, reviews and validates funding request for hiring actions.
You will lead planning conferences with representatives of other agencies and private industry.
You will make recommendations to ensure balance between program/project requirements and available financial resources.
You will represent the Comptroller at meetings and may serve on division financial teams to evaluate financial practices and make recommendations for changes/improvements in policies, practices, business systems and processes.
You will serve as the lead and works with the other financial team members to ensure financial procedures are consistent with financial policy and comply with regulations and laws.
You will provide advice and guidance to team members, Department managers, and project/program managers on the proper use of funding based on applicable laws, regulations and policies.
You will formulate, justify and execute the budget/operating plans for programs/projects and/or financial management division.
You will present and/or defend the budgets/operating plans to management.
You will work with junior personnel to help develop and nurture growth.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.

- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period.
- This is a Financial Management Level 2 Certification position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification must be achieved within the prescribed timelines.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying principles, methods, laws and regulations of financial management analysis and/or budgeting practices to support an organization's plans and requirements; 2. Gathering, assembling, and analyzing financial data to provide accounting and budget reporting; 3. Using Business Intelligence tools to develop both simple and complex reports.
