This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: : Serves as Supervisory Program Management Analyst and Branch Chief within the U.S. Army Acquisition Support Center, Army Acquisition Workforce Proponency and Analysis Division, Analysis and Planning Branch.
Duties
Plans and makes work assignments for a force of professional acquisition personnel.
Responsible for position management; performance evaluation; employee training and development; employee recognition; management employee communications; constructive discipline; leave administration; safety; and equal employment opportunity.
Performs and/or supervises professional work related to mathematical modeling, statistical analysis, and other scientific methods and techniques.
Using the rigorous methods of scientific inquiry and analysis; analyzes problems of management and provides statistical advice and insight about probable effects of alternative solutions to these problems.
Develops, presents, and defends budget and resource estimates, establishes schedules and program status, identifies problem areas and required changes, and initiates corrective actions.
Analyzes requirements; coordinates, develops, defends, and presents data for major program documents/reviews at Headquarters Department of the Army level.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field "Program Management" within 60 months of entrance on duty.
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
I have one year of specialized experience equivalent to the GS-13/(NH-03) level in the Federal service which includes: 1) Analyzing financial management planning documents and/or directives received from higher echelon to manage resources; 2) Coordinating fiscal oversight of internal and external actions associated with assigned program to monitor the acquisition workforce; 3) Providing assistance to the program regarding execution of assigned financial resources; 4) Analyzes problems of management to provide statistical advice about probable effects of alternative solutions to these problems. AND 5) Developing systems to monitor the acquisition workforce.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
