Duties
Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the
team's goals, objectives, work plans, products and services.
Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established
workflow, skill level and/or occupational specialization.
Maintains program and administrative reference materials, project files and relevant background documents and makes available
policies, procedures and written instructions from the supervisor.
Interprets, develops, adapts, modifies, or integrates accounting and financial policies and procedures
Proposes new procedures and methods or modifies existing procedures and methods to resolve current problems and enhance the validity, accuracy, and integrity of accounting processes.
Evaluates account balances and subsidiary ledgers for accuracy and integrity of data and performs research to reconcile abnormal account balances (e.g., "credit" balances in "debit" accounts and vice versa, etc.).

Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Defined As:
1) Providing professional accounting services that ensure the overall effectiveness and efficiency of the accounting operations in accordance with Generally Accepted Accounting Principles (GAAP);
2) Independently applying analytical and evaluative methods and techniques to evaluate and interpret accounting data, financial statements and reports, processes, accounting/financial systems, or effectiveness of internal controls; AND
3) Providing technical accounting expertise to assist in the design, implementation and assessment of operating systems, procedures, or internal control processes.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
