Duties
Serves as Director of the Departmental Reporting Directorate responsible for the General Fund, Working Capital Fund Budget Reporting and Audited Financial Statements for Military Services and Defense Agencies under the Department of Defense.
Maintains constant liaison with top management officials within DoD, DFAS, and other executive branch agencies and the private sector to ensure effective accounting service and support.
Represents the agency in senior level conferences and consultations with various executive level, government and Defense agencies.
Provides oversight, leadership and supervision to subordinate employees and organizations.
Exercises management oversight of standardized operations for departmental accounting, reporting, performance analysis, and reconciliation functions applicable to all DoD funds, assets, and liabilities.
Oversees the evaluation of standardized and centralized functions and systems for departmental accounting, reporting, cash accountability, analysis, reconciliation and performance of a variety of analytical assignments.
Evaluates reporting requirements imposed by outside Federal Agencies and internal DFAS customers to determine where requirements can be reduced, eliminated, or improved.
Issues corporate guidance, policy and procedures and coordinates and acts as a liaison between the DFAS Site, the DoD accounting network, audit organizations, OSD, Office of Management and Budget (OMB), and Treasury.

Qualifications
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-14) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized experience is defined as:
Developing and implementing corporate-level policies and programs designed to improve the accuracy and utility of accounting or financial statements or reports; AND
Serving as a senior expert and consultant to top agency management officials to advise on accounting and reporting requirements.
This experience must demonstrate a mastery of and skill in applying professional accounting knowledge to comprehensively plan and coordinate finance and accounting functions, operations, teams and interfacing systems that encompass both staff and technical accounting operations.
Examples of Specialized Experience: Providing advisory and consulting services to senior leadership, operational managers and supported customers on Federal financial statement and reports; Leading or providing oversight to an accounting program; prescribing corrective action to resolve financial statement discrepancies; or developing policies regarding preparing, validating, auditing and analyzing Federal financial statements, records and reports.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
