About the Position: The incumbent serves as Director, Financial Reporting Directorate; chief financial advisor to the Director, Financial Operations and Accounting, the Deputy Assistant Secretary of the Army (Financial Operations and Information), and the Headquarters, Department of the Army (HQDA).

Duties

Provide strategic direction, operational leadership, and managerial framework for Army's implementation of the CFO Act. Ensure timely compilation and submission of quarterly and annual audited financial statements. Direct Army-wide efforts to identify financial management improvements. Develop and leads a diverse team with the necessary knowledge, skills, abilities, and potential to successfully implement financial management reforms promulgated by the CFO Act and SFFAS. Provide leadership in setting expectations and fosters a working environment where team members can work together cooperatively and effectively in achieving the financial management improvements envisioned by the Administration and the Army.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. This certification requirement is a condition of employment for this position.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278e) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Staff Accountant: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Reviewing and resolving employee complaints, referring group grievance; identifying training and developmental needs of employees and providing or making provisions for training as required; designing strategies to implement and execute Chief Financial Officers Act initiatives; providing professional accounting advice on matters related to the Statement of Federal Financial Accounting Standards (SFFAS).This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Financial Concepts, Policies, and PrinciplesFinancial ReportingLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
