Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance, Finance and Accounting Division, Accounts Payable, Indianapolis, IN.
Duties
The purpose of this position is to provide overall direction of financial management systems and procedures relating to the payment and control of appropriated funds.
This position starts at a salary of $138,166.00 (GS-15, Step 1) to $179,613.00 (GS-15, Step 10) with promotion potential to $ 179,613.00 (GS-15 Step 10).
Major duties include:
Leading and directing a diverse staff of federal employees and contractors through GS-14 Supervisory Accountants.
Planning for short and long term requirements for program resources (e.g. staffing and equipment).
Overseeing relocation services, the Travel Management Center, daily pay functions related to Purchase and Fleet Card programs for all DHS components, and contract payments in support of CBP operations.
Carrying out a variety of special non-recurring studies and other assignments having significant impact on complex financial management programs.
Establishing internal and Customs-wide policy, procedural and operational changes which will increase the effectiveness of services or improve the operational objectives of the appropriation accounting program.
Qualifications
Basic Requirement
Degree: A degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
You qualify for this position if you meet the basic requirement listed above and possess one year of specialized experience as described below.
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Directing, managing, and providing policy guidance and oversight of financial management personnel, activities, programs, and operations.
Providing expert accounting advice and guidance to senior leadership.
Managing financial and accounting programs and policies.
Recommending program and major project initiatives.
Preparing annual financial reports; and resolving program problems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/08/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
