About the Position: The incumbent will serve as a Management Analyst responsible for applying analytical and evaluative methods and techniques to conduct Manpower Requirements Determination (MRD) studies and analyses to effectively and efficiently accomplish assigned mission and functions.
Duties
Serve as a Management Analyst responsible for conducting Manpower Requirements Determination (MRD) studies.
Develop manpower justifications requirements for both civilian and military positions.
Develop staffing guidelines for local use to ensure that the most economical and equitable utilization of manpower resources is achieved.
Evaluate and determine military and civilian manpower requirements, authorization, and utilization.
Utilize cost analysis and statistical techniques to make manpower decisions.
Analyze manpower records to makes appropriate recommendations, such as allocation of manpower resources, overtime limitations, curtailment and/or elimination of functions.
Prepare recommendations regarding existing organization entities to achieve optimum force levels or organizational operating capabilities.
Review manpower records for compliance with Program Budget Guidance force structure allocations.
Develop and maintain accuracy of Command Tables of Distribution and Allowances (TDA’s).
Develop audit trails to track command force structure changes over time.
Serve as technical expert for manpower requirements determination reviews.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

Specialized Experienced: One year of specialized experience which includes: (1) Conducting organizational manpower studies to accomplish assigned missions and functions; (2) Maintaining and creating Tables of Distribution and Allowances (TDA's); and/or (3) Analyzing manpower studies to review command utilizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
