This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Division of Product Planning & Distribution (DPPD).
As a Health Insurance Specialist (Bilingual-Spanish), GS-0107-11/12, you will provide professional support and technical assistance with the intended goal of continuous quality improvement for communication products to facilitate understanding of CMS programs by vulnerable populations.
Duties
Evaluate educational efforts to improve beneficiary and marketplace information on health insurance options for vulnerable populations.
Provide expertise and guidance to recommend changes to improve program design/ process for alternative communication products.
Provide advice, guidance, and assistance for alternative communication products for beneficiary education/ information on cross-cutting/ team initiatives.
Translate communication products into Spanish for beneficiary information and education initiatives regarding the Medicare program.
Prepare reports and responses to inquiries from the general public, professional organizations, Congress, other governmental agencies concerning alternative communication products for beneficiary and marketplace information and education initiatives.

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include:
Assisting in preparing reports and correspondence that communicates information to consumer audiences; AND
Translating a variety of written materials into Spanish for consumer information and education initiatives.
- OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or equivalent doctoral degree or LL.M., if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include:
Planning, evaluating, and monitoring communication and marketing products to an audience for the purpose of education.; AND
Providing guidance regarding communication products to higher-level officials; AND
Translating a variety of written materials such as letters, notices, and web content into Spanish for consumer information and education initiatives regarding the agency's program.
Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level.
Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position requires the incumbent to be fluent in Spanish (read, write, and speak) with the ability to communicate in both English and Spanish.
THIS IS A BILINGUAL POSITION: Applicants will be required to demonstrate proficiency in Spanish. You must be able to speak and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you will be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for this positions.
If selected for an interview, applicants will be required to submit to a translation exercise at the time of the interview.
