This recruitment is for the Heath Resources and Services Administration Recent Graduate program to fill trainee positions within the Office of Human Resources, Division of HR Operations. The duty location for this position is in Rockville, MD and is not eligible for remote work. The Recent Graduate program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Duties

As a Human Resources Specialist, you will serve as an Agency technical advisor providing a variety of HR services in the areas of recruitment and staffing. Your major duties and responsibilities include: Using USA Staffing Upgrade to complete HR recruitment functions such as creating announcements, preparing ranking lists, evaluating applicants, issuing certifications and referral lists, notifying applicants of their status, and auditing and closing out announcements. Applying basic knowledge of OPM and Merit Systems Principles to advise internal and external customers. Collaborating with administrative staff and hiring managers in fulfilling their recruitment and staffing needs. Providing managers, employees, and job applicants with specific and directly applicable information on the organization's recruitment and placement procedures, practices, policies, and guidelines. Participating in meetings to develop processes, procedures, and methods to streamline the recruitment process. Requirements

  • Must be a Recent Graduate.
  • Transcripts showing degree conferred must be submitted.
  • A cumulative GPA of 3.0 or higher is required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • You must sign a Pathways Recent Graduate Program Participant Agreement.

Qualifications

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE 08/14/2024. RECENT GRADUATE PROGRAM ELIGIBILITY REQUIREMENTS: YOU MUST BE A RECENT GRADUATE TO QUALIFY FOR THIS PROGRAM, AS DEFINED BELOW: A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from an accredited educational institution, with a cumulative GPA of 3.0 or higher*, on or after June 2, 2022. B. Be a veteran who received their degree, with a cumulative GPA of 3.0 or higher*, on or after June 2, 2018 while on active-duty service and were unable to apply for jobs until their recent discharge on or after June 2, 2022. *Grade-point averages will be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. NOTE: You must provide a copy of your unofficial transcripts that shows your degree will be conferred/awarded/completed and your GPA that verifies that you meet the education requirement as stated above. This documentation is required by the closing date of this announcement. Current students may apply if they are in their final semester, with a graduation date of Spring 2024. Include your expected graduation date on your resume and provide current transcripts. Your degree must be conferred by June 2, 2024. Please note that a copy of a diploma is NOT acceptable as verification. In addition to meeting the Recent Graduate eligibility requirements listed above, you must meet the minimum qualifying specialized experience requirements for this position as listed below. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis: Assisting senior HR staff throughout the recruitment lifecycle to complete assignments such as: reviewing recruitment documents for accuracy, creating job announcements, evaluating applicants' eligibility and qualifications utilizing an HR automated staffing system, and responding to routine inquiries regarding the recruitment and hiring process. OR 2. EDUCATION: Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of the position. OR 3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Education

This position has an education requirement and a GPA requirement of a cumulative 3.0 or higher. You must submit a copy of your transcripts showing your degree is conferred (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.
