You will serve as a FINANCIAL MGMT ANALYST in the BUSINESS OPS/COMPT DIVISION of BUMED.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will serve as the Navy Medicine Integrated Risk Management Program Coordinator responsible for executing, leading and directing the Integrated Risk Management Program for the Navy Medicine enterprise.
You will serve as the principal risk management, internal control, deficiency and corrective action plan advisor and expert to the Resource Management/Comptroller, Senior Management Council and Executive Oversight Group.
You will engage with the Chief of Naval Operations and Navy IRM leadership to ensure navy Medicine's compliance with higher internal control assessment and reporting requirements.
You will serve as the senior change agent within Navy Medicine for internal and external changes that affect IRM structure and execution across the Navy Medicine enterprise
You will perform program execution review, analysis and appraisal of Integrated Risk Management Program within the organization.
You will prepare responses to financial reviews or audits (e.g. Financial Management Branch, Government Accountability Office, Financial Management Office, DOD Inspector General).
You will disseminate approved financial management policies within the organization.
You will prepare briefs for senior managers on organizational program execution and provide recommendations to correct program variances or problem areas.

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing an Integrated Risk Management Program within an organization.
Experience developing and executing internal control testing of organizational compliance, operations, and reporting
Experience gathering and analyzing internal control data from organizational sources and systems
Experience identifying organizational anomalies, discrepancies, or noncompliance with guidelines, audit standards, and/or policy
Experience analyzing, developing, and implementing corrective actions to address organizational control deficiencies
