Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as a Senior Department of Air Force (DAF) Program Analyst in the Strategic Climate Integration Office.

Duties

Applies expertise, develops, interprets, and implements policies and procedures for near, mid, and long-range strategic planning and programming actions related to strategic climate adaptation, resilience, and mitigation efforts to provide the Department of Air Force strategic funding decisions based on the Planning, Programming, Budgeting & Execution Process (PPBE) guidance as well as facilitates the identification and determination of alternative ways to achieve strategic climate sustainment with the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission and operational plans. Performs technical, financial and management analysis and develops budget strategies for input to the Department of Air Force resource allocation processes and planning choices in support of Program Objective Memorandum (POM) build, Budget Estimate Submission(s) (BES), President's Budget (PB) requests, and execution reports for strategic climate integration and other associated portfolio(s). Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in related to strategic climate integration portfolio and impact to support of major Department of Air Force mission and operational plans. Analyzes the effect of high-level decisions (e.g., Joint Chiefs of Staff, OSD staff), on the overall PPBE processes, developing changes in areas where necessary and preparing justification rationales to support the changes. Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Prepares reports, responses to queries, justifications and background papers on the technical aspects of areas of expertise and assignment. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Department of Air Force PPBE support actions. Represents Department of Air Force equities and is the voice of strategic climate integration to other organizations during information exchange with peers.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, budget and execution system (PPBE) regulations, guidelines, and processes; and a thorough knowledge of Department of Defense planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support of major missions for the combat and operations plans, and similar operations planning efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Master knowledge and skills of Department of Defense planning, programming, budget and execution system (PPBE) and application of policy, procedures, and schedules for developing specific required submissions (i.e.: Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans) to support major capabilities and missions for sustainment and operations for complex support systems; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications and narratives, offsets and disconnects, reclamas, and issue papers. 2. Extensive knowledge and experience of budget planning and programming logic and processes, applying strategic goals and objectives to such, the sequence and timing of key operational events and milestones for short, mid and long-range budget plans, and methods of analyzing and evaluating the effectiveness of planning actions as related to expenses and resulting actual events. 3. Comprehensive knowledge and skills at building a cooperative relationship with various and disparate entities involved in developing united planning and execution of military operations and evaluations to meet a common goal. 4. Ability to research, gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 5. Ability to interact and collaborate across organizations with differing goals and motives and ability to influence and present justifications to address corporate concerns and differences. 6. Knowledge of installations support requirements and capabilities required to support diverse personnel and organizations that collaborate to meet a common goal. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDTIONS OF EMPLOYMENT: Expertise regarding Department of Air Force programming and familiarity with Department of Air Force Corporate Structure and Office of Defense Program Review processes is highly desired.
