The Incumbent is responsible for Housekeeping Aid Supervisors throughout VANTHC who provide sanitation, and waste management services to
the entire hospital staff, veterans, family members, vendors and visitors. The Incumbent functions as an integral part of the EMS management team, and actively participates in the sanitation management decision making process at VANTHC.
Duties
Duties include, but may not be limited to the following:
Plans the day-to-day work activities for assigned supervisory personnel, monitoring activities to ensure work is accomplished satisfactorily and ensures adequate supplies are on hand for employees to perform the assigned tasks.
Observes and evaluates contracted activities, coordinate with contractors, and interact with hospital staff to ensure requirements are continually assessed and actions are taken to ensure needs are successfully met.
Manages supply needs by reviewing historical records, performing supply usage studies, analyzing current workload, reviewing inflation trends and other market factors, considering possible changes in workload due to changing patient population, or expected program or mission.
Conducts comprehensive quality control inspections of areas and assures timely correction of any noted deficiencies.
Ensures compliance with standards of the Joint Accreditation of Health Care Organizations (TJC), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Associations{NFPA), Green Environmental
Management Systems (GEMS) and the Food & Drug Administration (FDA).
Determines equipment needs by analyzing each section function in order to determine the type and amount of equipment needed to efficiently and effectively complete assigned task.
Develops performance standards and evaluates work performance of subordinates in support of the V A's High Reliable Organization (HRO) initiative.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Administers a comprehensive bacteriological containment program involving all exterior surfaces within the hospital, including walls, floors, and stairs . Also included is the responsibility of product maintenance and reports all findings.
Performs research to identify potential suppliers so that equipment, supplies, and materials can be obtained that provide the best value to the Government.
Investigates and validates all customer complaints and coordinates with supervisors to correct complaints regarding sanitation deficiencies.
Furnishes ideas and opinions to EMS Management on any subject which may have direct or Indirect bearing on the mission.
Gives advice, counsel or instruction to supervisors and identifies developmental and training needs of employees, providing for and arranging for needed development and training.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled Examples of specialized experience would typically include, but are not limited to:
Applying analytical and evaluative methods and techniques, i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations)
Understanding pertinent laws, regulations, and policies, which affect the use of program and related support resources.
Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.
Developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations.
Applying administrative operations for the sanitation and housekeeping program throughout EMS.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some physical effort may be required, such as walking, standing, carrying light items such as manuals or briefcases. The work is usually performed in an office setting. However, the Incumbent may be subjected to dusk, lint, harsh chemicals, noise and heat, etc. while performing environmental rounds. Travel may be required to all the VANTHCS sites. Conducts site inspections of all Community Based Outpatient Clinics (CBOCs) within Central Texas Veterans Healthcare System.
