You will serve as a Administrative/Technical Specialist (Organizational Effectiveness Specialist) in the Energetics Manufacturing Department of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project.
The NT-04 pay band encompasses positions equivalent to the GS-11 and GS-12.
Duties
You will begin serve as the subject matter expert for organizational effectiveness within the Energetics Manufacturing Department’s culture behavioral track.
You will be the lead for assessing, monitoring and cultivating the organization’s culture providing direct support to the command’s Director of Culture, Command Climate Assessment process, and annual Federal Employee Viewpoint Survey requirements.
You will work at all levels of the organization from Department Head to employee in the assessment of the organization’s culture for the purpose of identifying gaps between desired cultural behaviors/norms versus actual cultural behaviors/norms.
You will develop and implement interventions to close the gaps and move the organization closer to the desired cultural behaviors/norms
while operating under broad guidance from their supervisor.
You will coordinate with command staff personnel to ensure harmonization with broader internal and external cultural efforts and end states.
You will lead the analysis of internal department employee and volunteer opinion surveys, member satisfaction surveys and other organizational audits.
You will support the command in analysis of similar type data to develop reports on organization culture gaps and interventions for senior management decision making.
You will represent the department for culture-related issues at conferences, working groups, business meetings and ad hoc teams.
You will assist in the planning, culture activity development, and organizing of special seminars for providing one-on-one and small group consulting for the department managers and supervisors to understand culture and how to close cultural gaps.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing and monitoring cultural behaviors and identifying gaps between desired and actual cultural behaviors to develop and implement interventions to close found gaps for an organization.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
