You will serve as a MANAGER (DEPUTY DEPARTMENT HEAD) of the ENERGETICS MANUFACTURING DEPARTMENT of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project.
The NT-06 pay band encompasses positions equivalent to the GS-14 and15.
Duties
You will maintain and improve the Energetics Manufacturing Department, providing leadership in support of department programs and initiatives for safety, quality, systems engineering, facility, training, communication, and human resources.
You will ensure corporate data calls are responded to accurately and in a timely manner and coordinate response to safety incidents and near-misses.
You will provide leadership and direction for technical, administrative, and/or professional staff, to include mentoring and training subordinates, including supervisors
You will build and maintain a culture of continuous improvement through demonstrated experience in high hazard operations.
You will coordinate visits and tours for the Department to ensure effective marketing of capability.
You will develop and track metrics and controls to properly allocate resources to manage and align energetic manufacturing and support operations.
You will work with the Department Principal for Safety to lead response to emergency situations, including any investigative actions.
You will support a manufacturing organization.
You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You may be required to serve a one year supervisory probationary period.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14)
grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing program operations (e.g. short and long-term planning, setting priorities, estimating resources) to assess and develop business or administrative processes and procedures to improve organizational effectiveness and efficiency.
