Duties

This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, 6/23/2023 As a ACCOUNTANT at the GS-0510-11 some of your typical work assignments may include: Serve as the DPMO Personal Property Accountant for performing a wide variety of auditing, bill creation, certification, reconciliation, and related accounting functions for Global Privately Owned Vehicle Contract (GPC) variable and fixed costs invoices. Make determinations to validate changes on billing data, and analyzes financial and operational reports for variable and fixed cost POV transactions in third-party payment system (TPPS) and Wide Area Workflow (WA WF). Conduct extensive coordination with DFAS and government agency's military/civilian personnel (MILPERS/CIVPERS) funds managers, military branch of Service Headquarters representatives, and GPC and TPPS vendors to ensure proper accounting of funds. Recommend contractor information system improvements and initiates changes in transportation and financial systems data based upon management's approval. Lead interactions with GPC and TPPS service providers, USTRANSCOM leadership, GPC contracting officer and contracting officer representatives (CORs), DFAS, and major subordinate commands for resolving transportation data and documentation errors. Examine documents, records, accounts, reports, data, and processes to determine whether performance has been in accordance with Generally Accepted Accounting Principles (GAAP), operating procedures, and applicable regulations.

Qualifications

You may qualify at the GS 11 level , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service as listed below: B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a related field to the position; Applying federal accounting standards, fiscal law, policies, regulations, principles, internal controls, and procedures to financial management activities. Analyzing operational cost data, identifying financial transaction problems, and applying corrective action to resolve discrepancies. Analyzing, managing, and reviewing accounts payable, accounts receivable, and accounts payable/receivable aging ledgers. - Communicating effectively through oral, written, and visual communication methods. OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510, series as listed below: The accountant occupation has specific educational requirements which apply to all positions. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application. A. I have a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") B. I have a combination of education and experience. I have at least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: 1) twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
