This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent provides technical oversight over the audit management process toward Financial Improvement and Audit Readiness compliance efforts.

Duties

As a SUPERVISORY ACCOUNTANT at the GS-0510-14 some of your typical work assignments may include: Plans, organizes, directs, and supervises the activities of the Audit Management Branch, ensuring that accounting functions comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents USTRANSCOM and the Program Analysis and Financial Management directorate at a variety of DoD, Federal Government, installation and functional area organizations. Sustains USTRANSCOM Independent Public Accountant (IPA) audit. Serves as an accounting technical advisor providing professional accounting, management advice, and assistance to USTRANSCOM leadership, staff and supported organizations for audit management efforts.

Requirements

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  • Work may occasionally require travel away from the normal duty station

  • Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector: Applying principles of financial management and accounting to a wide variety of financial and/or accounting management systems in support of auditability. Performing leadership duties in order to plan and schedule audit work distribution to other staff members. Planning and organizing efforts to comply with financial guidance and achieve organizational goals as they pertain to audit readiness. Ensuring policies, procedures and guidance issued promote consistent application of laws, rules and regulations in support of audit management efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510 series. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.

Substitution of education may not be used in lieu of specialized experience for this grade level.

You MUST provide transcripts containing your name, the name of the school, the date and degree that was awarded, and the lists of classes and credits earned; or other documentation to support your eligibility under the Individual Occupational Requirements for the 0501 series.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
