This position for The Defense Information Systems Agency is at Scott AFB, Illinois .
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Prepares and analyzes the monthly, quarterly, annual Chief Financial Officer (CFO), and ad hoc accounting and financial management statement and reports.
Analyzes and interprets the accounting treatment of the DWCF-TSEAS proprietary and budgetary accounts.
Prepares narrative analysis of significant factors, indicating trends or situations requiring review or corrective action.
Analyzes accounting and finance data to make decisions and/or recommendations to senior management, as required.
Applies established principles, theories, concepts, and practices of professional accounting to the Defense-wide Working Capital Fund Telecommunications Services and Enterprise Acquisition Services (DWCF-TSEAS).
Leads the Branch through resolving problems pertaining to accounts, reports, and operating procedures.

- The position requires the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).

- This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
- This is a Financial Management Level 2 certified position.
Qualifications
BASIC REQUIREMENT:
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.").
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience at the GS-13 level is defined as providing experience with financial management regulations, appropriation laws, and accounting theories, concepts, and principles; experience reviewing, interpreting, and analyzing financial management data; and experience with the application of internal controls.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Education
There is no substitution of education for specialized experience at the GS-13 grade level.
