About the Position: Serves as a Financial Specialist in the Resource Management Office and will serve as the Civilian Pay Customer Service Representative (CSR) for the Norfolk District. This position will also serve as the back-up to the Government Travel Credit Card (GTCC) Agency Program Coordinator (APC). In this position, you will use a variety of pay, travel, and financial systems.
Duties
Serve as the Civilian Pay Customer Service Representative (CSR) for all civilian pay actions.
Advisor to the Resource Manager/Finance and Accounting Officer and managers throughout the activity
Provides payroll liaison activities to civilian employees and serves as an intermediary between the customers (serviced clientele) and the Defense Finance and Accounting Services (DFAS).
Provides technical assistance to command timekeepers regarding the operations of the Financial Management Systems and Time and Attendance Systems.
Conducts special studies and works on projects which addresses pay problems/issues encountered across management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Must be able to obtain a financial Managements Level 2 certification within 24 months from hire date.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Process and extract reports from automated financial management system and assist management with financial management support for a project funded agency and create reports to ensure funds are properly and 2) execute and provide advisory services to conduct research in division areas of responsibility utilizing a variety of accounting and administrative functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, auditing or budget fields of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
