About the Position: Serves as an Information Technology Specialist for the Information Management and Support Division (IM&SD) of the Tank-automotive and Armaments Command (TACOM), Integrated Logistics Support Center (ILSC).

Duties

Implements and ensures compliance with plans, policies, guidance, procedures, standards, infrastructures, and/or architectures that establish the framework for the management of all IT programs in the organization. Participates in the organization's IT capital planning and budget formulation process by defining, coordinating, and relaying customer hardware, software, and services requirements. Provides periodic updates to the Team Leader, IM and SD Management, TACOM ILSC Leadership, and higher headquarters, and other agencies regarding business process initiatives. Serves as an Information Technology procurement specialist and Contracting Officer’s Representative (COR) for the ILSC to procure commercial information technology hardware, software, and services. Responsible for developing acquisition requirements and strategy to include Statements of Work (SOW) and/or Performance Work Statements (PWS) and soliciting market research from Army mandatory IT sources. Implements, coordinates and/or maintains programs, policies, and procedures to protect the integrity and confidentiality of systems, networks, and data in an organization. Consults with customers to refine functional requirements and translate functional requirements into technical specifications. Provides technical guidance and direction for analysis, evaluation, planning, coordination, and development of data, information, policies, regulations, procedures and requirements for assigned programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). In addition to the specialized experience listed above, this position also has an Individual Occupational Requirement (IOR) which also must be met. Your experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
