This position is located with Bonneville Power Administration, in the Supplemental Labor Management Office (NSP), Supply Chain Services (NS), Chief Administrative Office (N).
A successful candidate in the Management and Program Analyst (Supplemental Labor - Operations Team Lead) position will work with customers to develop and standardize contractor job descriptions, implement computer applications, track contractor performance metrics, collect data and develop reports, and serve a COR.
Duties
As a Management and Program Analyst (Supplemental Labor), you will:
Oversees a team of CORs and contractors providing leadership, direction and support.
Schedules and chairs weekly operational team meetings where new processes are rolled out and weekly activities are summarized and discussed.
Ensures that policies and processes are developed for the team and that all members of the team follow standardized processes.
Manages the BPA-wide process for the acquisition, processing, and tracking of supplemental labor and contract worker centralized onboarding.
Performs as a COTR on high dollar, complex supplemental labor contracts.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience is defined as experience in work processes and workforce compositions to 1) analyze and provide technical advice on supplemental labor staffing issues, 2) collect and analyze data and assist organizations with forecasting supplemental labor requirements, and 3) implement policies affecting contractor personnel and to provide technical advice to Contracting Officer (CO) and field inspectors.
