This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality, Quality, Safety & Oversight Group (QSOG), Division of Nursing Homes (DNH).
As a Health Insurance Specialist, GS-0107-13, you will will support a program conducted under CMS' authority to invest civil money penalties to improve the quality of care and quality of life of nursing home residents.
Duties
Provides authoritative technical advice to support a program conducted under CMS’ authority to invest civil money penalties to improve the quality of care and quality of life of nursing home residents.
Respond to inquiries regarding program oversight activities to a variety of internal and external
stakeholders.
Develop, evaluate, and refine manuals, program guidelines, program memoranda, policy letters and instructions to disseminate and effectively communicate policy to Agency stakeholders regarding compliance, audit and oversight programs.
Monitor entities processes to identify program vulnerabilities and ensure that continuing compliance with Agency agreements/contracts and all statutory, regulatory and sub-regulatory requirements are met.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical advice or policy guidance regarding health care program laws, regulations, or guidelines; 2) Reviewing or auditing the performance of stakeholders or operations to recommended plans of correction to address deficiencies or program vulnerabilities, and 3) Managing a grant or cooperative agreement program as a project officer or other integrated role performing oversight and management of awards and awardee performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
