The primary purpose of this position is to serve as a first level supervisor planning, directing, organizing subordinates work. Performs duties as a senior IT specialist providing a wide range of IT services to support critical in-garrison and deployed command, control, and mission information processes, and systems. Provides advanced IT services as an advanced IT user.
Duties
Performs supervisory personnel management responsibilities.
Analyzes complex operational and tactical processes and/or a variety of unusual problems, questions, or conditions relative to develop and employ command, control, and mission information, processes, and systems in support of related mission activities.
Develops and maintains required programs to support mission needs.
Performs required testing, troubleshoots, and corrects system and applications software discrepancies.
Manages mission knowledge, information, and situational awareness processes and systems for operational and tactical operating centers and units.
Determines C2MIPS requirements and recognizes and analyzing trends and providing instruction and orientation services.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing program. Employee must pass periodic and short notice drug testing.
- Information Assurance Certification is required for this position within 6 months. Failure to receive the proper IA certification may result in removal from the position.
- The work may require the employee to drive a motor vehicle. A valid driver's license is required for the position.
- Position is designated Special Sensitive and incumbent must be able to obtain and retain a Top Secret clearance with access to Sensitive Compartmental Information (SCI) A non-disclosure agreement must be signed.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

AND
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes systems analysis and applications software concepts, functions, techniques, and capabilities to evaluate new and emerging IT security methods and principles, new systems and applications software projects; design, write, test, debug, and maintain information systems and applications software. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of IT systems analysis and applications software concepts, functions, techniques. and capabilities sufficient to evaluate new and emerging IT security methods and principles. the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
2. Knowledge of operational activities (such as special operations, personnel recovery, airlift, etc.), weapon systems, and command. control, and mission process, systems. and applications.
3. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system. and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
4. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
5. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
6. Ability to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
