The primary purpose of this position is to exercise second level supervisory and managerial authorities over the HQ Air Force Flight Standards Agency (AFFSA),over Cyber Operations, directing activities of the division possessing the authority and prerogatives supporting over 100 United States Air Force, United States Army and, Federal Aviation Administration.
Duties
Plans, organizes, and oversees the activities of HQ AFFSA Cyber Operations Division.
Exercises supervisory personnel management responsibilities.
Represents Cyber Operations with a variety of command and functional area organizations.
Manages software development and/or modification to meet customer requirements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes providing professional air and flight operation control technical expertise and management in development and sustainment of exceptional software, hardware, and technical support services for airfield operations automation systems in partnership with customers, users, and suppliers.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Advanced knowledge of the laws, rules, regulation and procedures governing airfield operations functions, to include operations, policies, procedures and practices and the concepts, theories, and practices and the concepts, theories, and practices of the specialist work performed within the organization.
Knowledge of and skill in personnel management and applying human resources management, ensuring EEP objectives and diversity requirements comply with regulations policies and procedures. Knowledge of safety and security regulations, practices, and procedures.
Mastery Knowledge of and skill in applying systems development principles, methods and tools for the coordinated management of IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance); and systems life cycle management concepts used to plan, develop, test, implement, operate, , and maintain information systems.
Advanced Knowledge of developments and new applications of information technology and cybersecurity associated policies and standards, emerging technologies and their applications to processes, and applications and implementation of information systems to meet AF and DoD requirements. Knowledge of the Air Force, Federal and DoD assessment and authorization process to provide information security and authorization process to provide information security.
Skill and ability to plan, organize, manage, and direct the functions and staff of highly technical IT organization. Skill and ability to effectively manage, supervise, mentor, motivate and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of more than one organization segment to meet program requirements and objectives within available resources.
Skilled in verbal communication to present sensitive information and/or recommendations on complex matters to higher authorities. Written communications skill sufficient to develop guidance, regulations, and directives dealing with complex issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
