The primary purpose of this position is to develop cyber and communication plans, strategy, and policy to support and align with AF cyberspace missions and warfighter initiatives.
Duties
IT Chief for Wing Communication and Information Technology Capabilities and Assets in Support of Battle Management Command and Control Missions.
Participates in developing, aligning and managing required funding programs to support cyber force mission support needs.
Maintains liaison with Program Managers (PM), Program Management Offices (PMO), government and commercial cyber organizations regarding technological advancements.
Performs as a senior Cyber and Communication IT specialist, participates in leadership discussions, meetings, committees, or special projects.

Qualifications
*This position is temporary and has a Not-to Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.*
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

AND
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience participating in IT program development, planning and deployment of new initiatives; and/or planning, organizing and managing the IT requirements and assessing long and short-term IT integration and migration capabilities. Experience may also include experience in planning, organizing and directing daily activities associated with communications and information technology (IT); and/or leading and managing both development and sustainment activities for IT projects.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of information technology principles, concepts, practices, products, services and methods for evaluating cyber risk and vulnerability, recommending and implementing mitigating improvements, and developing procedures to guide the employment and/or implementation of cybersecurity support for C2 weapons systems operations, exercises, training systems, acquisition in support of AF missions.
Basic knowledge of the network systems, interrelationships, operating modes, configuration, topology, and protocols. Work can encompass complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a good understanding of contracting procedures and legal requirements.
Knowledge of IT and cyber mission dependences and operational performance management methods required to plan and conduct communications across weapons platforms during mission operations. Assess and advises on new or revised security measures and countermeasures based on the results of findings from cyber operational assessment.
Knowledge of the complete DOD organizational structure, with special emphasis on joint command structures and joint operating procedures required to develop systems responsive to the unique requirements of joint organizations such as Joint Forces Headquarters (JFHQs), Joint Special Operations Task Forces (JSOTFs) and Combatant Commands.
In-depth knowledge of IT applications software and hardware concepts, principles, methods, and practices to enable interoperability across systems enabling Information Assurance, and Continuity of Operations practices.
Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
