The primary purpose of this position is to serve as a Information Systems Security and Cybersecurity advisor for the worldwide airborne and ground based networks, systems application and procedures. Plan, coordinate, evaluate, and verify implemented security requirements and compliance on applications software and hardware for all related collateral systems
Duties
Delivers analyses results, documents all analyses, and presents briefings to high levels of management. Establishes policies, procedures and tactics for accomplishment of engineering, installation, operations, network defense/information assurance, and analysis of information systems, networks, and communications.
Provides expert guidance on the integration of IA/cybersecurity procedures, processes and capabilities into daily operations within the Command and Control community.
Plans, coordinates, and installs applications software and hardware for operating systems such as server hardware, operating system software, and peripheral equipment such as routers, switches, Ethernet cabling, network interface cards, scanners, and printers.
Develops, implements, and assimilates short-range, midrange, and long-range Information Assurance plans and policy designed to shape a strong and effective Information Assurance profile which keeps pace with technological developments and the changing needs of the command and control community.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience is defined as planning, coordinating, evaluating, and verify implementing security requirements and compliance on applications software and hardware for all related collateral systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT INFOSEC requirements for collateral classified programs, SCI programs, special access programs, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
Knowledge of security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry; and knowledge of a full range of IT security principles, concepts, practices, products, and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures for classified systems.
Knowledge of full range of Special Security LAN/WAN operating systems, associated devices, design principles, methodologies, and approaches used in developing, testing, installing, operating, management, and maintaining connected services and support functional requirements.
Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. Familiarity of complex configuration management/control techniques, and requirements appropriate to managing a family of networked systems.
Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate networked systems and computer applications from an operational perspective. Skill in applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior-level audiences for decision-making purposes.
WORK ENVIRONMENT: The work is performed in a typical office setting with visits to various other buildings or offices to support projects. The work environment involves everyday risks or discomforts that require normal safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
