You will serve as a Financial Management Analyst in the Comptroller Department of NAVINFOWARDEVCEN NORFOLK.
Duties
You will serve as the primary travel administrator and oversee all aspects of the travel program.
You will serve as an administrator (i.e., APC, AO) for the command’s credit card (i.e., Government Travel Charge Card (GTCC) and Government Commercial Purchase Card (GCPC)) programs.
You will perform financial management responsibilities including budget analysis, presentation, and reporting for multiple lines of accounting.
You will monitor the execution status of multiple accounts and fiscal years to ensure funding availability and timeliness of execution.
You will implement and develop Internal Operating Procedures (IOP) and self-inspection checklists in support of the Financial Improvement and Audit Readiness (FIAR) program.
You will review, administer, and communicate policy and ensure business practices are in alignment with governing directives.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in researching and applying fiscal policies, precedents, procedures, and regulations to identify, analyze, and resolve a range of budgetary issues within the command.
Experience in extracting and utilizing data from administrative and financial management systems such as Command Financial Management System, Standard Accounting and Budget Reporting System, and other like systems to support command functions.
Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly.
Experience in researching and correcting accounting abnormalities to ensure funds are provided to the appropriate accounts and fund holders.
Experience in adhering to Financial Improvement and Audit Remediation (FIAR) guidance and reporting requirements and determining compliance with generally accepted accounting and financial management principles and standards including collecting and maintaining Key Substantiating Documentation (KSD) files for audit purposes.
Experience serving as the Approving Official (AO) for the Government Commercial Purchase Card (GCPC) Program and advising program participants on acquisition policies.
Experience managing time and attendance by using the Standard Labor Data Collection and Distribution Application (SLDCADA) and the Defense Civilian Payroll System (DCPS).
Experience planning and conducting financial studies, reviews and writing concise, detailed reports using Microsoft applications such as Outlook, Excel, Word, and PowerPoint.
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in drafting and implementing Internal Operating Procedures (IOP) and self-inspection checklists in support of the Financial Improvement and Audit Readiness (FIAR) and Managers Internal Control (MIC) programs.
Experience in assisting Comptroller in evaluating issues raised in reports and findings, recommending and implementing corrective actions including maintaining key supporting documentation (KSD) and other electronic records for audit purposes.
Experience in performing as a travel administrator and reviewer for the Command's Travel Program, assist with the oversight of all travel processes and providing technical advice and information to civilian and military staff members pertaining to travel policy, schedules, fares, claims, and procedures.
Experience assisting the Government Commercial Purchase Card (GCPC) Approving Official (AO) by conducting research, reviews and evaluating purchase requests for compliance with policy.
Experience managing time and attendance by using the Standard Labor Data Collection and Distribution Application (SLDCADA) and the Defense Civilian Payroll System (DCPS).
Experience planning and conducting financial studies, reviews and writing concise, detailed reports using Microsoft applications such as Outlook, Excel, Word, and PowerPoint.

Education
GS-12:
There are no education substitutes for specialized experience at the GS-12 grade level.
GS-11
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related to this position being filled.
