Duties

You will serve as an analyst synchronizing, coordinating, and integrating DON PCA cyber posture activities for cybersecurity, cyber resilience, and cyber operations. You will serve as a policy and technical expert for Department of Navy (DON) cyber programs, developing processes retrieving, compiling, and analyzing cyber data from multiple sources. You will present and prepare briefing material, as well as providing clearly articulated input in decision forums without prior preparations. You will provide advice, assistance, and policy guidance on Department of Navy (DON) -wide reform efforts, gathering and analyzing data supporting evaluation and improvement recommendations on DON cyber posture. You will review, conduct, or participate in audits of cyber programs and projects, as appropriate. You will participate in the formulation and execution of Principal Cyber Advisor (PCA) strategic goals, mission, vision, and policies. You will analyze and monitor application of cyber polices, principles, and practices, impacting DON's cyber risk posture, developing, staffing, and publishing updated policy or guidance, as required, to maintain or improve the DON's cyber posture You will serve as an analyst and technical expert supporting execution and oversight of DoD and DON Cyber Strategy implementation.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Cyberspace Workforce position, work role code (752), proficiency level (ADVANCED) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The position requires a TS/SCI clearance
  • This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework(DCWF) role of Cyber Policy and Strategy Planner proficiency level advanced.
  • The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2

Qualifications

You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Experience retreiving, compiling, and analyzing cyber data from multiple sources. -Experience developing and implementing policy, guidance, and plans pertaining to cyber and information technology. -Experience particpating in audits of cyber programs and projects.
