You will serve as a Division Head (AWDPD) in the Human Capital Management Directorate of Marine Corps Systems Command (MARCORSYSCOM).

Duties

You will develop, plan, promulgate, and interpret complex policies and procedures. You will develop resource estimates and determine resource allocations. You will interface with senior personnel on civilian workforce, assist in the formulation of personnel policy, programs, and procedures. You will ensure program objectives, planning, and execution are in line with program requirements. You will study and interpret policy statements, rules, regulations, directives, and other regulatory materials on operations, and recommend advantageous use of options. You will manage the DoD and DON Defense Acquisition Workforce Improvement Act (DAWIA) training, development, and acquisition career management programs by developing and issuing USMC policy and guidance for the entire USMC acquisition workforce. You will provide advisory services, training, assistance, and data analysis to Marine Corps Acquisition Career Field managers and senior officials on DAWIA policies, guidelines, and acquisition talent management issues. You will, as supervisor, plan work to be accomplished by subordinates, set and adjust priorities, evaluate work performance of subordinates, give advice or instruction to employees, and identify developmental and training needs for employees. You will oversee the management of the Command’s Awards Program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing strategic management concepts in the defense acquisition environment and understanding DAWIA workforce administration requirements and related program objectives.
