GS-11 salary range: $73,572-$95,641
Duties
You will serve as the FINANCIAL MANAGEMENT ANALYST in the N8 Requirements, Resources, and Programs Department, N8F Financial Management Division of Carrier Strike Group 4 (CSG-4), Norfolk, VA.
You will formulate, analyze, and execute CSG-4's claimancy labor and non-labor budgets.
You will formulate, prepare, and justify the annual budget.
You will generate and analyze reports to validate internal records with the official accounting system controls on a bi-weekly, monthly, quarterly and annual basis.
You will consolidate current and historical data for submission on various labor exhibits and taskers.
You will prepare various funding documents and monitor and record commitments, obligations, expenditures transfer of funds and adjustments.
Requirements

- Must be determined suitable for federal employment.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience applying budgetary policies, precedents, procedures and regulations.
*Experience identifying, analyzing and resolving a range of budgetary problems.
*Experience utilizing administrative and financial management systems.
*Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding and formulation of budget estimates.
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience assisting in applying budgetary policies, precedents, procedures and regulations.
*Experience assisting in identifying, analyzing and resolving a range of budgetary problems.
*Experience assisting with utilizing administrative and financial management systems.
*Experience assisting with identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding and formulation of budget estimates.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
