This position is located in a State, Area, or Field Office, Natural Resources Conservation Service (NRCS), U.S. Department of Agriculture (USDA).
The primary purpose of this position is to perform administrative support functions pertaining to correspondence management, budget, purchasing, human resources, timekeeping, travel, and related administrative areas for the State Area Office.
Duties
Serves as Area purchase card holder, purchases supplies, equipment, and services within delegated authority using mandatory or open market sources, ensuring proper and timely documentation and reconciling.
Serves as Area timekeeper in reviewing and verifying time and attendance; maintaining master files for area employees; and performing leave audits.
Schedules meetings, prepares agendas, makes arrangements for meeting facilities and notifies participants of schedule changes; prepares materials to be used in presentations or training conducted by the supervisor and staff.
Establishes, organizes, and maintains a filing system of official material and records; disposes material in accordance with prescribed procedures; maintains an inventory of technical material, which is provided upon request to field offices.
Provides administrative guidance and training to area employees on agency operating procedures and requirements; the utilization of administrative systems; and, on computer applications, such as Microsoft Office programs.
Requirements

- Physical Demands: The work is primarily sedentary; there is some walking, bending, standing, and carrying of light items.
- Work Environment: The work environment involves the normal risks and discomforts of an office.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-05
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-04 grade level in the Federal service, performing the following duties:
Providing administrative support functions such as correspondence review and control, budget, purchasing, human resources, timekeeping, travel, and vehicle fleet tracking;
Utilizing computer software and database management to maintain, consolidate, extract, retrieve, and submit information in various systems; and
Utilizing word processing skills to compile, format, and present information to staff.

OR
Education: Successful completion of four (4) years of education above high school level in any field at an accredited business, secretarial or technical school, junior college, college, or university. NOTE: If you are using education to qualify, you must submit a copy of your college transcripts.
OR
Combination of Education and Experience: Combination of the specialized experience and post-high school education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: If you are using education to qualify, you must submit a copy of your college transcripts.
GS-06
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
Providing administrative support functions such as correspondence review and control, budget, purchasing, human resources, timekeeping, travel, and vehicle fleet tracking;
Utilizing computer software and database management to maintain, consolidate, extract, retrieve, and submit information in various systems;
Coordinating with others to exchange and present information related to administrative work; and
Receiving and reviewing incoming correspondence to determine the level of response and/or needs for routing to the appropriate party.

GS-07
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-06 grade level in the Federal service, performing the following duties:
Providing administrative support functions such as correspondence review and control, budget, purchasing, human resources, timekeeping, travel, and vehicle fleet tracking;
Utilizing computer software and database management to maintain, consolidate, extract, retrieve, and submit information in various systems;
Coordinating with others to exchange and present information related to administrative work;
Organizing and maintaining a filing system of records; disposing material in accordance with prescribed procedures and providing material upon request from other offices; and
Assisting with making travel arrangements for staff; and submitting travel authorizations.
