The Administrative Officer of the Day (AOD) is located in the Business Office with the responsibility of representing the facility on all administrative matters that occur during other than a normal tour of duty. The AOD is delegated the authority of the Business Office Manager to exercise non-policy making decisions and actions regarding administrative matters.
Duties
Duties include:
Independently determines applicant's eligibility and applies the appropriate regulatory authority in conjunction with VA Healthcare eligibility, DOD sharing agreements (Tricare and CHAMPVA) in order to determine eligibility for VA health care.
Independently verifies eligibility for care utilizing primary sources including but not limited to Hospital Inquiry (HINQ), VIS, and/or military discharge papers, MY TRICARE and assigns a priority group to the Veteran.
Provides administrative expertise, guidance, and advice to clinical staff concerning administrative matters necessary for the efficient operation of the Medical Center during other than normal tours.
Receives and responds to non-routine patient inquiries and other administrative inquiries from concerned Veterans, families, visitors, law enforcement officials, representatives from private hospitals, Veterans service organization representatives, VA Central Office, Congressional Offices, military personnel, private physicians, media and the general public.
Performs data entry and adheres to consistency reviews, national, VISN, and local policies and procedures governing data integrity.
Responds to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies and personnel, notifies authorities as situation dictates.
Acts as an advisor and guides all administrative clerical staff assigned to other than normal tours of duty, such as ED clerks, Ward Clerks, telephone clerks on matters related to the VA health care benefits package.
Determines extent of release of medical or social data from patient's records.
Arranges all modes of transportation via air, ambulance, commercial air, taxi, ambulance, bus and/or independent transports when the need arises on the off tours.
Ensures log entries are accurate and precise, reflecting patient activity, special incidents and any other applicable information necessary for review by Medical Center Management.
Work Schedule: Monday through Friday; 7:30am-4:00pm. Rotating, supervisor will discuss during interview.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization.Examples of specialized experience would typically include:
Administer management's objectives, goals, decisions and policies.
Implements public laws, VA policy and regulations, Medical Center directives, legal decisions and state laws dealing with care and treatment of veterans and beneficiaries (admission, discharges, scheduling, inpatient and outpatient policy, domiciliary care, legal detention, beneficiary travel, patient funds and valuables, death details procedures and burial benefits, Compensation and Pension activities, medical and dental benefits, procedures, eligibility and related matters).
Complete assigned projects, studies, narrative and statistical reports and reviews in a thorough, accurate and timely manner.
Interpret and explain VA policies to patients, employees and others.
Adapt to situations quickly, precisely and accurately.

Physical Requirements: The work requires much walking between offices and floors of the hospital building with the frequent requirement of lifting objects such as suitcases, clothing or other administrative items.
