This position is at the National Credit Union Administration (NCUA) in the Office of Business Innovation. As the IT Specialist (INFOSEC), you will be responsible for ensuring that the appropriate operational security posture is maintained for an information system and as such, works in collaboration with the information system owner.

Duties

As an IT Specialist (INFOSEC), you will: Serve as the principal advisor on all matters involving the security of an information system and is responsible for ensuring the appropriate operation security posture is maintained for an information system and works in close collaboration with the information system owner. Manage information security implications within the organization, specific portfolio of systems, or other area of responsibility to include tactics, infrastructure, requirements, policy enforcement, emergency planning, security awareness, and other resources. Coordinate within NCUA and with external agencies preparing and developing the Authorization Package. Prepare, review, and comment on appropriate System Development Life Cycle (SDLC) processes and Assessment and Authorization documentation from a security perspective. Ensure appropriate security controls are applied during the appropriate SDLC phase and ensure integrity, confidentiality, and availability throughout the SDLC. Ensure all procurement actions take security requirements into account and Statements of Work have appropriate language to avoid security related problems. Assist the information system owner with the development of the security policies and procedures for the information system. Advise appropriate senior leadership of changes affecting the systems or network information assurance posture.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. All applicants applying for the CU-13 level must have at least one full year of specialized experience equivalent to the CU/GS-12 level obtained in the private or public sector. Specialized experience for this position is defined as experience: Advising IT system owners on IT security compliance and prepares the assessment and authorization packages for the business owner of the information system; Developing security requirements for procurement of new information systems; and Providing advice and guidance to leadership about IT security policy, procedures, and the security posture of a business information system. In addition to the specialized experience requirement. Applicants must possess IT-related experience demonstrating EACH of the four IT Specialist competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
