This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Resource Management Directorate, Store Executive Branch.
The incumbent serves as a liaison between Resource Management and other DeCA Directorates for all aspects of financial execution. The incumbent is responsible for procedural and technical functions involved in the collection of data, preparation, execution, and review of DeCA HQ and store-level budget execution.
Duties
Serves as the Financial Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to serve as a Financial Analyst independently performs all administrative functions in the collection of data, preparation, and review of the Store Operations Group financial statements, within accepted budgetary and financial practices.
Position responsibilities include:
Performs data management and analysis using various automated systems.
Monitors input and reviews requests for realignment of budget targets.
Provides professional analytical results based on quantifiable testing of data and documents.
Works with functional areas to identify root cause issues of failed test data to determine materially and correction action plans.
Reviews and analyzes financial data, transactions and reports.

To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Examples of qualifying specialized experience:
Analyze financial systems; modifies and adapts conventional financial and analytical techniques to solve a variety of financial problems.
Reviews financial data and system summaries to ensure account balances are correct
Create new account structures and procedural instructions to gather new information or to satisfy regulatory or legislative changes.
Recommends and implements funds adjustments.
Prepares and analyzes a variety of reports using financial statement data tables.
You must also meet the following requirements by the announcement closing date:
Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment.
