Duties

Typical work assignments include: Advises management on requirements for compliance with federal laws governing the flow and safeguarding of information while supporting accountability and transparency. Works as a team member and/or with other organizational stakeholders to review and evaluate privacy program operations and/or conduct special projects or assignments integral to privacy office programs. Works with business teams and management to ensure awareness and use of privacy best practices. Represents the agency at interagency meetings and in public settings to provide guidance and information on privacy programs, issues and initiatives. Participates in external outreach events with privacy oversight boards, federal partners and other agencies and/or privacy related organizations and associations and attends conferences to keep abreast of the latest events in the field. Works with legal counsel on projects, to ensure the organization maintains appropriate privacy notices and related documents reflecting current organizational requirements and legal practices. Knowledge of privacy laws, policies, safeguards, business processes and initiatives on a wide variety of privacy issues. Maintains current knowledge of applicable federal and state privacy laws, regulations, and accreditation standards, and monitors advancements in information privacy technologies to ensure organizational adaptation and compliance. Research laws, regulations, and policies to make recommendations for privacy compliance. Uses qualitative and quantitative analytical techniques to analyze, develop, and review documents which may involve substantial changes, conflicts, and management of privacy concerns. Analyzes agency operations to provide clear and accurate documentation and metrics on the progress of privacy compliance documentation including PTAs, PIAs and SORNs. Develops privacy compliance documentation in accordance with Privacy Act and E-Government Act Requirements. Conducts business process reviews to identify vulnerabilities that could result in a breach of personally identifiable information. Contributes to the development of privacy training materials and other communications to increase employee understanding of privacy policies, practices, procedures and legal obligations.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-12 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties: Conducting reviews of business processes to identify privacy risk and recommend mitigation; and Researching laws, regulations, and policies to make recommendations for privacy compliance; and Interacting with staff and public to communicate a position on privacy policy and requirements. You qualify for the GS-13 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Applying and utilizing laws and policies to advise on privacy issues; and Utilizing qualitative and quantitative methods to analyze programs to determine privacy compliance; and Presenting recommendations to office leadership on agency privacy policy positions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
