You will serve as a PROGRAM MANAGER (UTILITIES MANAGEMENT) in the UTILITIES MANGEMENT PRODUCT LINE of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will serve as the Utilities Management Project Manager who oversees major and multi projects and programs. You will negotiate with internal and external contacts to settle programmatic issues. You will discuss administrative and managerial issues to resolve and defend program or project objectives. You will facilitate meetings with managers to identify program goals, objectives, and tasks. You will resolve problems that cross organizational boundaries. You will identify program risks, problems, issues, and concerns to formulate mitigation plans or corrective strategies.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding Utilities Management special projects and programs including UICAP, Utilities Risk Tool (URT), and project submissions to the RMIG; 2) Implementing NAVFAC HQ/PAC Initiatives and Directives including Divestiture Initiatives, Private Party Ventures (PPV), Energy Related Initiatives, Facility Support Contracts (FSC), and various State of Hawaii and City of Honolulu Initiatives; and 3) Preparing technical and project correspondence and briefs representing NAVFAC HI Command's positions on various issues.
