Duties

Exercises management control of all functional inputs to the program. Develops plans for accomplishment of assigned projects. Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies. Maintains a continuous up to date cognizance of all aspects of project(s). Identifies problem areas and determines and directs action necessary to accomplish the project plan and objectives. Provides the central point of contact to ensure coordinated and responsive action to all issues. Oversees coordination between assigned program(s) and other systems. Maintains direct channel communications with system users and the user community. Attends high level conference and meetings with representatives of DoD, DA, AMC and other commands and agencies.

• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management - Practitioner certification within 60 months as of entrance on duty.
• The position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
• This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter
• This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-02 (GS-11 equivalent)level in the Federal Service that includes: (1) managing new systems development, production and fielding; (2) coordinating system development, product improvement plans, and system modification; (3) planning and directing a systems acquisition program to ensure cost/schedule/performance goals are met; (4) evaluating the work of personnel from contractors and other supporting activities to approve, disapprove or modify data (i.e. reports, drawings, specification, configuration changes, etc.); and (5) providing advice, and/or assistance to senior PM personnel on any products assigned (such as resources, budget revisions, project milestones, financial objectives, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11equivalent). This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management - Practitioner certification within 60 months as of entrance on duty. This is an Acquisition Demo Modified Term Appointment NTE 5 years. Position may be extended an additional 1 year with approval. Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments without further competition. To be converted, the employee must meet all of the following: a) Have been selected for the term position under competitive procedures, with the announcement specifically stating that the individual(s) selected for the term positions(s) may be eligible for conversion to career-conditional or career appointments at a later date; and; b) Have served two years of continuous service in the term positions; and (c) Have been considered to have adequate contributions and a fully successful performance rating for two assessment cycles (including the current assessment cycle) immediately preceding conversion. Service under a modified term appointment immediately prior to permanent appointment shall count toward the probationary period requirements described in 10 USC Section 1599e
