About the Position: Serves as a Supervisory Police Officer (Watch Commander) responsible for managing, directing and coordinating law enforcement actions of civilian and military police personnel.

Duties

Responsible for directing, managing and supervising all law enforcement officers assigned in accordance with the patrol distribution plan and desk operations on an assigned shift. Maintain communications with mobile patrol units and stationary posts and pass directions and information to subordinate law enforcement supervisors and officers on patrol assignments. Coordinate emergency responses between law enforcement, security, fire, and other emergency units, and receive and act on calls concerning reports of criminal acts, violations or complaints. Plan work, prepare schedules for completion of work, distribute and balance the workload among employees and guide employees in specific tasks and job techniques.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. The incumbent must be exempted from recall to active duty.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Must successfully graduate from the United States Army Civilian Police Academy, unless incumbent has a current approved exemption/waiver or grandfathered from the Office of the Provost Marshal General.
  • Must successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Official Temporary Duty (TDY) up to 10% of the time may be required.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

One year of specialized experience at the second lower grade level (GS-09) is credible for in-service applicants. There is no position in the normal line of progression within the organization that is one grade lower than the position being filled. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPlanning and EvaluatingSecurityTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). 52 weeks of Federal service at the second lower grade level (GS-09) is credible for in-service applicants. There is no position in the normal line of progression within the organization that is one grade lower than the position being filled. Additional Conditions of Employment: Incumbent must meet the requirements of AR 190-56: Pass a pre-employment and recurring medical / psychiatric evaluation / Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter / Comply with and maintain the requirements of the Individual Reliability Program (IRP). Federal law requires removal of federal law enforcement officers convicted of felonies. The Omnibus Federal Budget Bill for Fiscal Year 2001 (Public Law 106-554) includes a provision that imposes requirements on federal agencies, including DoD installations, that employ law enforcement officers. The provision, which is in Section 639 of PL 106-554, requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony after the law takes effect. Felony convictions that occurred before the new law takes effect are not included in this requirement; only new convictions will trigger the requirement. The law went into effect on January 20, 2001.
