About the Position: As Chief, Police/Provost Marshal Division, you are technically and administratively responsible for the law enforcement operations at a medium garrison within the Installation Management Command (IMCOM).

Duties

Direct and supervise the law enforcement staff directly or indirectly through subordinate supervisors performing the various police functions. Develop law enforcement programs and operating plans for the installation. Plan current and long-range operations, establish objectives for various operating elements, and establish training programs within the department. Advise installation managers on police department issues impacting them and develop solutions to problems. Make periodic on-site inspections of police patrols and activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. The incumbent must be exempted from recall to active duty.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Must successfully graduate from the United States Army Civilian Police Academy, unless incumbent has a current approved exemption/waiver or grandfathered from the Office of the Provost Marshal General.
  • Must successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Official Temporary Duty (TDY) up to 10% of the time may be required.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other emergency type situations (natural or man-made disaster) you must report to work or remain at work as scheduled to support mission operations.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.

You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesOral CommunicationOrganizational AwarenessPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Additional Conditions of Employment: Incumbent must meet the requirements of AR 190-56: Pass a pre-employment and recurring medical / psychiatric evaluation / Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter / Comply with and maintain the requirements of the Individual Reliability Program (IRP). Federal law requires removal of federal law enforcement officers convicted of felonies. The Omnibus Federal Budget Bill for Fiscal Year 2001 (Public Law 106-554) includes a provision that imposes requirements on federal agencies, including DoD installations, that employ law enforcement officers. The provision, which is in Section 639 of PL 106-554, requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony after the law takes effect. Felony convictions that occurred before the new law takes effect are not included in this requirement; only new convictions will trigger the requirement. The law went into effect on January 20, 2001.
