This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a Lead Police Officer responsible for Army Civilian and/or Military Police exercising search and apprehension authority, detaining witnesses, apprehending suspects, interviewing witnesses and other persons involved, collecting and preserving evidence, conducting investigations, etc.

Duties

This position responds to and investigates emergency calls, complaints and other calls for service. You will serve as a Lead Police Officer responsible for Dept. of Army Civilian Police (DACPs) and/or Military Police (MPs). You will conduct investigative stops, question, detain, and issue traffic citations as required. You will perform protection duties to deter, detect, and deny unauthorized access at fixed installation, internal compound, and incident perimeter posts. You will provide sworn testimony based on the investigative process, evidence gathered, witness’ statements in criminal and traffic courts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You must be able to obtain and maintain a Secret clearance.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • May be required to complete occasional business travel, up to 10% of the time.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other emergency type situations (natural or man-made disaster) you must report to work or remain at work as scheduled to support mission operations.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program. Must sign DA Form 5019 acknowledging both pre-appointment and periodic random drug testing requirements.
  • You must have graduated from the United States Army Civilian Police Academy; or successfully graduate within 12 months of hire date unless you have a current approved waiver from the Office of the Provost Marshal General (OPMG).
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Incumbent must meet the requirements of AR 190-56: pass a pre-employment and recurring medical evaluation, pass a Physical Agility Test (PAT) within 30 days of hire date and annually, comply with requirements of the Individual Reliability Program.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • A pre-employment physical is required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the eperience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes responding to or investigating emergency calls, complaints and other calls for service; conducting traffic law enforcement patrol using specialized equipment such as radar, Lidar and breathalyzer; operating the National Crime Information Center (NCIC) terminal to transcribe data; or providing response to interpreted messages, (e.g., broadcasting Attempt to Locate/Be on the lookout to patrols). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
