You will serve as a PROGRAM ANALYST in the INDUSTRIAL OPERATIONS DIRECTORATE (SEA 04) in the BUSINESS OPERATIONS DEPARTMENT (SEA 04C) of NAVSEA HQ FIELD SUPPORT. This position is part of the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The NH-03 pay band encompasses positions equivalent to the GS 12-13 grade levels.

Duties

You will act as liaison with external Directorates to ensure compliance with operational/corporate functions. You will work closely with leadership to develop human capital strategy to include conducting strength-weakness-opportunities-threats analysis, analyzing and evaluating attrition to include reasons why employees leave the directorate. You will monitor attrition rates and work with leadership to effect workforce shaping and plan for anticipated/upcoming vacancies. You will serve as a point of contact for personnel actions for assigned departments within the directorate. You will be responsible for facilitating the internal hiring process in conjunction with SEA 10 HR Specialist to effect hires and ensure completion of all required documents. You will provide advice and guidance to managers/supervisors on the hiring process, billet authorization allocations, and facilitates hiring actions on behalf of assigned SEA 04 departments. You will review processes and procedures to identify opportunities to attain efficiencies and effectiveness. You will act as a resource for internal questions regarding available personnel policies and processes. You will monitor personnel databases (i.e., TWMS, TFMMS, DCPDS, etc.) to ensure directorate information is accurate; submit updates and run reports as needed in support of senior management.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector evaluating program data or metrics to provide advice and guidance on human capital strategies or workforce planning for a corporate operations environment.
